Description
Job Purpose
The ICT Officer – Software Engineering is responsible for designing, developing, testing, deploying, and maintaining the Authority’s software applications that support its digital, operational, and regulatory mandate. The role focuses on delivering secure, scalable, and well-governed solutions using the latest development stacks and industry best practices.
Key Duties & Responsibilities

- Design, develop, test, deploy, and maintain internal and external software applications in line with approved business requirements and ICT standards.
- Participate effectively in the full Software Development Life Cycle, utilizing Agile methodologies to deliver software solutions through requirements analysis, system design, development, testing, deployment, documentation, and post-implementation support.
- Develop and maintain applications using approved technology stacks, including web applications, mobile, APIs, databases, and integration of middleware.
- Support and implement system integrations with the Electronic Risk-Based Supervision System and other enterprise platforms, ensuring secure data exchange, interoperability, and compliance with regulatory requirements.
- Identify inefficiencies and implement improvements to existing systems to enhance performance, usability, and security.
- Prepare and maintain comprehensive technical documentation, including system designs, configuration guides, API documentation, user manuals, and change logs.
- Monitor application performance and availability, conduct root cause analysis, and resolve system issues in accordance with incident and problem management procedures.
- Provide second-level application support and actively participate in incident and problem resolution, including timely escalation to system vendors and third-party service providers, and monitoring of vendor performance to ensure resolution in line with agreed service levels.
- Proactively seek new technologies or implementations that solve current problems better or more efficiently.
- Apply secure coding practices, change management, data protection requirements and regulatory guidelines.
Requirements
Required Qualifications
- Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related discipline from a recognized institution.
- Professional certifications in one or more relevant areas: secure coding/OWASP, database administration or SQL development, cloud or DevOps fundamentals, ITIL/service management, Java/.NET/PHP frameworks, Oracle, Microsoft SQL Server, PostgreSQL or equivalent technologies. Preferred certifications include OCA/OCP Java SE, MCSD, MCSA (SQL Server), or Oracle DB.
Work Experience
- Minimum of three (3) years’ hands-on experience in application development within a busy enterprise environment, including exposure to the full Software Development Life Cycle (SDLC), agile development practices, production support, and structured change-control processes.
- Hands-on experience developing and supporting web applications using PHP/Yii2/Laravel or an equivalent enterprise web stack, plus JavaScript/TypeScript and modern front-end frameworks where applicable.
- Experience integrating applications through REST APIs, authentication services, database interfaces, file/data exchange, webhooks or middleware.
- Experience with database design, SQL development, performance tuning, data migration, reporting datasets and data-quality controls.

- Strong software development skills in backend, frontend and MVC-based application development — including PHP frameworks such as Yii2 and Laravel, backend technologies such as Java, C# or Python, frontend technologies such as HTML, CSS, JavaScript and Tailwind CSS, and modern frontend frameworks such as React, Angular or Vue.js.
- Solid knowledge of relational databases (Oracle, MS SQL Server, PostgreSQL, MySQL).
- Experience with RESTful APIs, middleware, authentication services and third-party system integrations.
- Practical experience with Git, version control, code review, release management, deployment and change management.
- Working knowledge of software testing tools (automation, stress/performance, security).
- Strong analytical, problem-solving, and critical thinking skills.
