Project Background:

Data-Activated Architecture for Resilient Transition (DART) supports the Ministry of Health (MOH) to strengthen and scale interoperable, fit-for-purpose digital health systems. The project supports facility digitization and EMR readiness; National Data Warehouse (NDWH) stabilization; data-center design and cybersecurity; Health Information Exchange (HIE) operations and priority integrations; workforce certification; survey modernization; responsible AI adoption; and service-delivery data reporting performance. The project is designed to build on MOH-owned systems, repositories, standards, and governance structures, with progressive transfer of capability to government and Ugandan institutions. Project period is anticipated 2026–2030, beginning with a six-month foundation phase.

Note: All positions are subject to award, final organizational design, and Palladium hiring procedures. Reporting lines may be adjusted during mobilization. “MOH” includes the responsible Directorate/Department of Health Informatics (DHI) and other government units as applicable. 

Position Summary:

The iHRIS Specialist supports MOH to strengthen the usability, reliability, institutional ownership, and planned handover of iHRIS. The position works with MOH HRH teams, DHI, subnational users, system administrators, and technical partners to improve workflows, build operational capacity, address user needs, and prepare the system for sustainable government-led operations.

Location:

This role and project will be based out of Kampala, Uganda with national and regional travel as required. Candidates must have current work authorization in Uganda as visa sponsorship cannot be considered.

Reporting and Supervision:

• This role will report to the Technical Director, Interoperability & HIE Architect, DART
  

Primary Responsibilities:

• Conduct a rapid assessment of iHRIS governance, architecture, user workflows, support arrangements, data quality, security, documentation, and handover readiness
  
• Support MOH to establish or strengthen product ownership, user representation, backlog management, release planning, and user feedback mechanisms for iHRIS
  
• Identify and prioritize usability, adoption, reporting, interoperability, and performance improvements based on support tickets, user feedback, and system telemetry
  
• Support integration and data exchange between iHRIS, DHIS2/NDWH, payroll or approved government systems, consistent with MOH governance and data-sharing requirements
  
• Develop and maintain iHRIS system documentation, administrative procedures, security guidance, troubleshooting guides, and knowledge-transfer materials
  
• Build capacity of MOH and subnational administrators through mentoring, training, paired operations, and handover-readiness assessments
  
• Support verification of iHRIS-related milestones, facility use, performance indicators, and co-investment evidence where applicable
  

Qualifications and Experience:

• Bachelor’s degree in health informatics, human resources information systems, computer science, public health, or related field
  
• At least 5 years of experience supporting iHRIS, HRIS, digital health systems, or government workforce information systems
  
• Practical experience in system configuration, user support, data quality, reporting, user training, and system administration
  
• Experience working with MOH HRH departments, district health offices, or public-sector workforce systems is strongly preferred
  
• Familiarity with DHIS2, APIs, FHIR, data protection, and interoperability is an advantage
  
• Strong stakeholder engagement, facilitation, documentation, and English communication skills
