Job Description

Job Title: Medical Officer

Duty Station: Greater Masaka Region (with extensive field travel within assigned districts)
Employment Type: Full-time
Contract Duration: Annual, renewable
Reports to: Director of RMNCAH Programs
Working Hours: 40 hours per week (with flexibility as required)


Position Purpose

The Medical Officer will provide technical leadership and operational support for the planning, implementation, coordination, and monitoring of integrated Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH) interventions, with a strong focus on Comprehensive Emergency Obstetric and Newborn Care (CEmONC), Maternal and Perinatal Death Surveillance and Response (MPDSR), and the Greater Masaka Local Maternity and Neonatal System (LMNS).

Working closely with Masaka Regional Referral Hospital (MRRH) as the regional hub, the Medical Officer will strengthen a hub-and-spoke maternity and newborn care network linking CEmONC sites, lower-level facilities, and communities to ensure timely, coordinated, and high-quality emergency care.


Key Responsibilities

1. Strategic Planning, Management and Coordination

  • Support design and implementation of RMNCAH and CEmONC strategies, including SOPs, referral tools, and clinical protocols.

  • Participate in regional and district planning, budgeting, and performance review meetings.

  • Serve as a technical liaison between BAMA Foundation and RMNCAH stakeholders, including MRRH and district health teams.

  • Coordinate with operations and logistics teams to ensure readiness for emergency care and supervision.

2. CEmONC Technical Support

  • Support MRRH to function as the regional hub for a hub-and-spoke referral and capacity-building model.

  • Strengthen readiness of CEmONC facilities, including theatre, blood, oxygen, staffing, equipment, and NICU/NSCU functionality.

  • Improve clinical management of obstetric and newborn emergencies including PPH, PET, caesarean section safety, and neonatal resuscitation.

  • Provide mentorship, coaching, and supportive supervision to maternity, theatre, and newborn care teams.

3. MPDSR Strengthening (Response Focus)

  • Strengthen implementation of MPDSR with emphasis on actionable response.

  • Support facilities and districts to conduct high-quality death reviews and develop time-bound, costed action plans.

  • Track implementation of MPDSR recommendations and integrate findings into CQI and performance reviews.

4. Local Maternity and Neonatal System (LMNS)

  • Strengthen referral pathways, communication protocols, and escalation mechanisms across the hub-and-spoke network.

  • Support emergency transport coordination, referral feedback, and inter-facility case review meetings.

5. Service Delivery and Quality Improvement

  • Apply CQI approaches to identify bottlenecks and improve RMNCAH and emergency care performance.

  • Support rational use and accountability for RMNCAH commodities and supplies.

6. Health Systems Strengthening

  • Support improvements in commodities, blood availability, equipment maintenance, staffing, and governance.

  • Strengthen data-driven micro-planning and accountability across districts and facilities.

7. Monitoring, Evaluation and Learning

  • Support HMIS reporting, data quality improvement, and routine data use.

  • Contribute to reports, dashboards, learning documentation, and dissemination of best practices.

8. Partnerships, Community Engagement and Safeguarding

  • Strengthen partnerships with district teams, MRRH, and community actors.

  • Promote community accountability and demand for quality emergency care.

  • Uphold BAMA Foundation safeguarding policies.


Required Qualifications

  • Bachelor of Medicine and Bachelor of Surgery (MBChB) or equivalent.

  • Full registration and valid practicing license with the Uganda Medical and Dental Practitioners Council (UMDPC).

  • Postgraduate training in Public Health, Health Systems Management, or related field is an advantage.

  • At least five (5) years’ progressive experience in RMNCAH, including CEmONC and referral systems.

  • Experience working with district health systems, referral hospitals, and donor-funded programs.


Technical Skills

  • Strong expertise in CEmONC readiness, signal functions, and clinical governance.

  • Demonstrated experience in MPDSR implementation and response tracking.

  • Solid understanding of LMNS and hub-and-spoke referral models.

  • Experience in CQI, HMIS, data use, and health systems strengthening.

  • Ability to integrate RMNCAH with IPC, WASH, nutrition, and gender considerations.

Desirable Attributes

  • Familiarity with Uganda MOH RMNCAH Sharpened Plan II, CEmONC, MPDSR, and EMS frameworks.

  • Experience in proposal writing and technical documentation.

  • Willingness to travel frequently within the Greater Masaka Region.
