The Project Accountant & Administrator will provide comprehensive financial management, compliance oversight, budget monitoring, reporting, and partner financial coordination for the project. The role will ensure effective stewardship of project resources, compliance with donor and organizational policies, timely financial reporting, partner accountability, and support to consortium governance processes.

 

Key Duties and Responsibilities:

Accounting and Finance – managing income and expenditure processing, and maintaining accurate financial records:

  • Maintain accurate and complete project financial records in accordance with Farm Africa policies, donor requirements, and applicable accounting standards, including debtor and creditor listings and staff working advance records.
  • Prepare periodic cash forecasts based on implementation plans and partner requirements.
  • Track disbursement schedules and ensure timely processing of partner payments.
  • Ensure expenditures are eligible, reasonable, allocable, and adequately supported.
  • Ensuring prompt and accurate accounting for all project income and expenditure using SUN templates
  • Ensuring timely payment of all invoices and expenditures
  • Ensure all financial transactions are accurately coded and posted to the project accounting system
  • Performing monthly general ledger accounting reconciliations and analysis ensuring accuracy of ledger and month end reporting in accordance with GAAP, organisational policy and donor regulations.
  • Monitor project burn rates and expenditure against approved budgets and work plans.

Budget monitoring and financial reporting:

  • Ensure compliance with UNHCR funding requirements, partnership agreements, and consortium financial procedures.
  • Prepare monthly financial reports, budget monitoring reports, cash-flow forecasts, and management accounts.
  • Monitor compliance with donor regulations related to procurement, asset management, safeguarding, anti-fraud, anti-corruption, and audit requirements
  • Process project expenditures and payments while ensuring completeness of supporting documentation.
  • Monitor implementation against the approved project budget and consortium sub-grants expenditures and forecast funding requirements.
  • Produce periodic variance analyses and advise management on budget utilization and corrective actions.
  • Maintain project asset and inventory records in compliance with organizational policies.

Budgeting and budget management tasks including:

  • Assisting the Project Manager with preparing and checking of budgets during the annual planning process.
  • Support budget revisions, realignments, and donor-approved reallocations.
  • Weekly upload of all Farm Africa transactions to QuickBooks/SUN
  • Maintaining accurate and up to date expenditure records that allow real time monitoring of expenditure against budget for every budget line.
  • Review partner financial reports, supporting documentation, fund requests, and cash reconciliations.
  • Verify compliance with partnership agreements, donor requirements, and financial procedures.
  • Track advances, disbursements, liquidations, recoveries, and partner balances.

Ensuring compliance with standards contained in the Farm Africa Finance Procedures Manual:

  • Advising the Project Manager on relevant budgetary control measures to address any identified weakness in policy and/or practice.
  • Prepare audit schedules and supporting documentation for internal, external, donor, and partner audits.
  • Maintain adequate filing systems to always ensure audit readiness.
  • Coordinate responses to audit findings and track implementation of management actions.
  • Ensuring all procurement is carried out in adherence to Farm Africa’s procurement policies.
  • Ensuring effective contract management at the field office level through regular (quarterly/biannually) review/feedback meetings with service providers, keeping an updated contract tracker.
  • Ensuring time sheets are completed where necessary
  • Ensuring vehicle logbooks are in place, that fuel records for all vehicles are analysed monthly, and that cars and motorcycles are comprehensively insured are being maintained and serviced according to supplier guidelines.

Consortium Partner  Financial Management, Audit & Risk Management, & Governance Support:

  • Efficient management of the field Office, ensuring conducive working environment
  • Maintaining proper personnel files for the project team such as leave records, annual appraisals and general personal records.
  • Coordinate financial management processes with consortium partners including Tree Aid and Landscape Alliance.
  • Support capacity strengthening of consortium partners on financial compliance and reporting requirements.
  • Follow up implementation of financial management recommendations arising from partner reviews and due diligence processes.
  • Support financial risk assessments and mitigation measures.
  • Assist in strengthening internal controls and financial accountability mechanisms across the consortium.
  • Participate in project review meetings, consortium coordination meetings, and financial management discussions.
  • Prepare financial updates for quarterly consortium review meetings and governance structures.
  • Support management with financial analysis for strategic decision-making.
  • Undertaking any other duties as reasonably requested by the project coordinator

Playing an active role as a member of the Farm Africa Country team

  • Contribute to the development and implementation of Farm Africa’s strategy
  • Identify and explore opportunities to grow and expand the country project pipeline, both in relation to the current project or related to new project opportunities
  • Support budgeting processes for new funding proposals where requested,
  • Participate in country-level or Pan-Farm Africa programme meetings with other project coordinators, as reasonably requested.

 

Qualifications, Skills and Experience:

Essential

  • Bachelor’s degree in Accounting,  Finance, Commerce, Business Administration, or related discipline.
  • Professional accounting qualification (CPA, ACCA, CIMA or equivalent) is required.
  • Minimum 5 years of progressively responsible experience in project accounting and grant financial management.

Experience

  • Demonstrated experience managing donor-funded projects involving multiple implementing partners or consortia with NGOs/INGOs/UN, or major institutional donors.
  • Strong understanding of sub-grant management and donor compliance requirements
  • Demonstrable experience of producing project budgets and monitoring activities against them
  • Strong financial reporting, budgeting, and forecasting experience and skills.
  • Knowledge of donor compliance, audit requirements, and internal control systems
  • Experience of managing procurement processes, assets, and staff
  • Experience of ensuring compliance with financial and operational policies and procedures in field office.
  • Demonstrable experience of producing project budgets and monitoring activities against them
