Job Description

PROCUREMENT OFFICER
Project Code: AID 013416/01/0
Primary Purpose:

Manage and coordinate complex, high-value procurement activities across hospital departments and funded projects. You will ensure that all purchases meet institutional, national, and donor regulations—including EU PRAG standards—while securing value for money.

Key Responsibilities:
  • Plan and oversee the entire procurement lifecycle, from establishing technical specifications to contract delivery and file closure.
  • Prepare tendering documents, evaluate complex bids, and perform total cost of ownership (TCO) assessments.
  • Perform market research, supplier assessments, price benchmarking, and risk management regarding international shipping and customs clearance.
  • Maintain up-to-date trackers, reports, and organized files for audits and management reviews.
Qualifications & Experience:
  • Bachelor’s Degree in Procurement and Supply Chain Management, Logistics, or a related field.
  • Proven track record in handling high-value/high-volume procurement independently.
  • Strong familiarity with Ugandan import procedures and national/international vendor networks.
  • Practical experience in healthcare logistics (pharmaceuticals, medical devices, and consumables) or EU-funded projects is highly advantageous.
