Job Description

Programme Manager – WASH
Location: Flexible – Kampala, with possible placement in Northern or Western Uganda
Contract Type: 3 years, renewable
Reports to: Head of Programmes, GrowthAid Uganda
Supervises: Field/project staff assigned to WASH activities, as applicable

GrowthAid is an impact-oriented NGO headquartered in Ghana, with a Country Office in Tamale and
operations in Uganda, Liberia, and Sierra Leone (the latter two through strategic partners). We work
with communities, government, and development stakeholders to drive equitable access to clean
water, improved sanitation and hygiene services, resilient livelihoods, and climate-resilient
development. GrowthAid Uganda is recruiting ahead of an anticipated grant award, to build a strong
programme team in advance of project start-up.

Role Summary
The Programme Manager – WASH will provide technical and managerial leadership for GrowthAid
Uganda’s water, sanitation, and hygiene (WASH) programming. The role is central to preparing
GrowthAid Uganda for the start-up of an anticipated new grant, and will lead programme design
refinement, team-building, and early implementation planning, before transitioning into full programme
delivery, quality assurance, and donor reporting once the grant is confirmed.

Key Responsibilities
Programme Leadership and Strategic Implementation
• Lead the design, planning, and implementation of integrated WASH programming in line with
GrowthAid’s strategy and recognized WASH sector standards.
• Translate programme goals into detailed workplans, budgets, and measurable indicators.
• Ensure programme designs reflect equity, gender sensitivity, and long-term sustainability.
Technical Oversight and Quality Assurance
• Provide technical guidance on water supply, sanitation, hygiene promotion, and WASH systems
strengthening.
• Ensure adherence to national WASH guidelines, organizational standards, and donor
requirements.
• Coordinate periodic programme reviews, learning sessions, and quality/fidelity checks.
Supervision and Team Management
• Supervise WASH field/project staff, where assigned, and coordinate closely with the Programme
Officer – Livelihoods as a peer role under the Head of Programmes.
• Facilitate team meetings, performance reviews, and coaching to promote staff development and
accountability.
• Build a collaborative, results-oriented team culture ahead of and during grant implementation.
Monitoring, Evaluation, and Reporting
• Support development and use of M&E tools that capture WASH programme outcomes and
learning.
• Track programme indicators and provide timely, evidence-based inputs for donor and internal
reports.
• Document success stories, case studies, and lessons learned to inform continuous improvement.
Stakeholder Engagement and Representation
• Serve as GrowthAid Uganda’s focal person for WASH-related coordination platforms at district and
national level.
• Build and maintain relationships with local government, traditional and community leaders, NGOs,
and other development actors.
• Represent GrowthAid in technical meetings, workshops, and joint assessments.
Operational and Financial Coordination
• Work with Finance and Operations teams to ensure efficient resource utilization, procurement, and
logistics.
• Participate in development and management of programme budgets; track expenditure against
plans.
• Ensure compliance with internal controls, donor financial guidelines, and operational policies.
Required Qualifications and Experience
• Bachelor’s degree in Public Health, Environmental Health/Engineering, Water Resources
Engineering, Development Studies, or related field. A Master’s degree is an advantage.
• Minimum of 5 years’ progressive experience managing WASH or multi-sector development
programmes, including at least 2 years in a supervisory role.
• Proven experience with WASH systems strengthening, water supply, sanitation, and hygiene
promotion, preferably in rural or underserved communities.
• Working knowledge of Uganda’s WASH sector policies and coordination structures.
• Prior experience preparing for or mobilizing a new grant/project start-up is an advantage.
Skills & Competencies
• Strong programme and people management skills.
• Excellent written and verbal communication in English; fluency in a local language of the project
area is an advantage.
• Strong analytical, budgeting, and donor reporting skills.
• High degree of cultural sensitivity, integrity, and commitment to community-centered development.
• Proficiency in Microsoft Office and standard project management tools.
