Job Description
About the Role
We are seeking an experienced Team Leader to direct the design, establishment, and operational management of an entrepreneurship hub and early-stage seed financing facility, delivered on behalf of a development partner client under a multi-year, donor-financed development programme. This is a senior, client-facing leadership role responsible for building an entrepreneurship ecosystem combining capacity building, the design and operationalisation of an early-stage financing mechanism, and the establishment of a sustainable physical and institutional hub.
The successful candidate will lead a multidisciplinary team and serve as the point of accountability to the client’s project management unit, government ministry, and funding partner, ensuring technical coherence, timely delivery, and rigorous quality across all workstreams.
Responsibilities
- Provide overall leadership, strategic direction, and day-to-day management of the consulting team responsible technical execution.
- Serve as the primary liaison and point of accountability to the client maintaining a trusted, transparent working relationship throughout the engagement.
- Lead the design and implementation of a sustainable business model and operating strategy for the hub including long-term financial sustainability.
- Direct the design, structuring, and facilitation of an early-stage seed financing mechanism, including engagement private investors, and the development of supporting policies and frameworks.
- Oversee the design and rollout of a certification and capacity-building programme for TOTs in the incubators and accelerators.
- Guide the development of a robust monitoring, evaluation, and learning framework to track programme performance and impact.
- Build and maintain a wide network of relationships across potential funders to support ecosystem development and resource mobilisation.
- Lead stakeholder engagement and communications efforts, ensuring the programme maintains strong visibility and credibility locally, regionally, and internationally.
- Manage risk, quality assurance, and reporting obligations, including regular progress reporting to the client and funding partner.
- Provide mentorship and technical leadership to the wider project team, fostering a culture of accountability, collaboration, and continuous improvement.
Qualifications
- A minimum of a Master’s degree in a business-related field (e.g., business administration, economics, finance, or a related discipline).
- At least 10 years of senior managerial experience, including leading multidisciplinary teams on complex, multi-stakeholder programmes.
- At least 10 years of experience with a deep, demonstrated understanding of entrepreneurial ecosystems and the broader macroeconomic landscape in developing or emerging market contexts.
- Proven hands-on experience establishing and/or operating an entrepreneurship hub or comparable institution direct operational and management experience will be valued significantly more than advisory-only experience.
- A well-established network of international contacts within the entrepreneurial ecosystem, including investors, accelerators, and other relevant stakeholders, along with experience engaging media to build public visibility for programme outcomes.
- Demonstrated experience working with early-stage funders, including venture capital firms and angel investors
- Strong experience working across both public and private sector stakeholders, with the diplomatic skill to navigate government, donor, and commercial relationships simultaneously.
- Excellent written and verbal communication skills in English.
Competencies
- Prior experience working on donor-financed development programmes
- Experience designing or operating blended finance, guarantee, or co-investment mechanisms in frontier or emerging markets.
- A track record of building structured relationships with diaspora communities for investment or mentorship purposes.
- Experience establishing monitoring and evaluation systems and digital platforms to support programme management at scale.
