Job Description

Key Responsibilities:

Reports to: Area Programme Coordinator

Location: Odravu AP

Key Result Areas:

1. Project Implementation and Community Engagement

  • Lead the rollout of Citizen Voice and Action (CVA) processes including community mobilization, service monitoring, social audits, and community scorecards.
  • Facilitate CVA training sessions for community groups, service providers, local leaders, faith leaders, youth, and district-level stakeholders.
  • Support communities to develop Community Action Plans (CAPs) and follow up on implementation progress.
  • Strengthen community-based structures such as CVA Working Groups, Child Well-being Committees, and citizen groups.
  • Promote inclusion of women, PWDs, youth, and marginalized households in CVA processes.
  • Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and other for a.
  • Facilitate and Monitor implementation of planned activities and progress achieved by the project in the AP.
  • Integrate crosscutting themes that include gender, CA inclusion, disability, DRR, CP, Youth CA’s and advocacy.

 

2.     Mobilization of Community, local organizations, local government, and Private sector for effective project implementation.

  • Innovatively support communities including Child Ambassadors (CA) households to participate in sector interventions
  • Mobilize Households into household clusters and other institutions for integrated programs and effective program delivery
  • Sensitize Communities to own project interventions through shared-roles for attainment of sustainability.
  • Develop and implement a sustainability plan together with key stakeholders
  • Strengthen government institutions and technical staff in planning and implementation of project plans.
  • Mobilize grassroots organizations, Faith Communities and other civil society organizations to ending violence against children.
  • Participate/represent world Vision Uganda in the sector review meetings both at community, sub county and district level
  • Compile issue reports and position papers for sharing with relevant stakeholders at sub county and district level.

 

3.     Stakeholder Coordination and Advocacy

  • Strengthen coordination with district and sub-county leadership to enhance responsiveness to community priorities.
  • Facilitate interface meetings, joint supervisions, and advocacy dialogues between citizens and service providers.
  • Support integration of community identified priorities into local government plans and budgets.
  • Engage line ministries, CSOs, and partners to advance social accountability at multiple levels.

 

4.     Monitoring, Evaluation, and Reporting

  • Conduct routine monitoring of CVA activities and ensure quality standards are maintained.
  • Collect data for tracking service improvements, community actions, policy influence, and participation of vulnerable groups.
  • Document success stories, case studies, lessons learned, and change pathways.
  • Prepare monthly, quarterly, and annual reports including activity updates and indicator progress.

 

5.     Capacity Building

  • Build capacity of community facilitators, local structures, volunteers, and sector partners on: – Social accountability; Citizen participation; Advocacy and negotiation; and Budget transparency and public expenditure tracking.
  • Mentor community groups to independently conduct monitoring and advocacy processes.

 

6.     Accountability, Safeguarding, and Compliance

  • Ensure CVA implementation aligns with organizational policies, donor regulations, safeguarding standards, and Do No Harm principles.
  • Promote integration of child protection, gender equality, disability inclusion, and social inclusion across CVA activities.
  • Uphold strong community feedback and accountability mechanisms.

 

7.     Compliance to performance standards and management.

  • Integrate/Collaborate with other sector project officers/APC/Cluster Meal officers/SPOs for efficient programme delivery
  • Ensure pro-active and strategic engagements with different structures at community, sub-county and district level for quality delivery of project models
  • Project financial and asset resources are managed and used in line with policy guidelines.
  • Provide accurate and timely variances explanations on project over and under expenditures
  • Liaise with other Integrated Project Officers in implementing joint/integrated activities that target the same audiences in the same locations, in order to minimize wastage of resources and beneficiary apathy.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • University degree and/or in Social  Science, Law, Social Work, Development Studies, Education, Public Administration or any relevant field.
  • Post Graduate Qualification in Human Rights, Project Planning & Management, Development Studies or law from a recognized institution is an added advantage.
  • Experience of and commitment to working through systems of community participation and accountability.
  • At least three (3) years’ experience working with communities Facilitating development.
  • Experience working with local government and community structures is an added advantage.
  • Familiarity with standards and guidelines for social accountability programming and coordination as well as guidance.
  • Strong communication (both oral and written) and documentation skills.
  • Fluency and knowledge of local language (ARINGA OR LUGBARA) in the host community and settlement IS REQUIRED.
  • Ability to Ride with a VALID RIDING PERMIT IS A MUST.
