Job Description
To lead the design, development, and delivery of advanced Network-as-a-Service (NaaS) and wholesale technology solutions that enable MTN Uganda to achieve its strategic objectives in connectivity, infrastructure sharing, and digital transformation. This role ensures technical excellence, compliance, and innovation to support MVNOs, ISPs, hyperscalers, and enterprise customers.
Context
Bayobab is entering a new phase where operational and commercial excellence to maximize value from its Infrastructure business. FibreCo is a fully owned subsidiary of Bayobab that has been set up to drive Fiber connectivity. The management team of Bayobab FibreCo is expected to drive synergies across verticals of the infrastructure business, create an integrated InfraCo with a “one stop shop” value proposition for end customers and minimise operational costs.
There is an increased focus in the commercial areas, new products and services and scaling up of the infrastructure business. The incumbent must therefore ensure the successful delivery in context of:

Key Performance Areas
Operational Delivery Management: Commercial Operations & Planning
Solution Design & Architecture:
- Develop and implement scalable, secure, and innovative wholesale technology solutions.
- Ensure alignment with MTN Group standards and regulatory requirements.
Technology Strategy & Roadmap:
- Drive the NaaS roadmap and integration of emerging technologies (cloud, edge computing, SDN).
- Support infrastructure-sharing initiatives and national roaming frameworks.
- Drive transformation from Telco to Techco and beyond infrastructure connectivity
Project Delivery & Governance:
- Oversee end-to-end solution deployment, ensuring quality and timely delivery.
- Implement governance frameworks for compliance and risk management.
Stakeholder Engagement:
- Collaborate with commercial teams to align technical capabilities with market needs.
- Engage with regulators and industry bodies on technology standards and compliance.
Innovation & Continuous Improvement:
- Identify opportunities for automation, cost optimization, and service reliability.
- Benchmark against global best practices in wholesale technology solutions.
Profitable Growth
- Approve new initiatives and provide costing for complex solutions.
- Prepare proposals on change initiatives, SLA policies, and procedures.
- Resolve issues affecting time, scope, productivity, cost, or resources and guide on escalated issues.
- Lead major client engagements to identify and deliver complex solutions.
- Drive risk mitigation and control, seeking input from relevant parties.
People and Culture
- Lead and direct physical and virtual teams.
- Act as an ambassador and role model for the MNS team by embodying brand values and behaviors.
- Create a positive and engaging work environment.
- Enhance employee engagement through relevant interventions within the Wholesale BU.

Governance and Control
- Ensure compliance with all relevant policies and procedures for self and team.
- Implement and maintain effective SLA strategies to support the business.
- Establish controls and processes to minimize revenue leakage.
- Ensure proper project controls to manage financial and operational risks.
- Implement appropriate Delegation of Authority (DoA) procedures.
Financial Management
- Develop and manage operational and project initiative budgets in line with business objectives.
- Reduce operational costs in line with least cost operating strategies derived from business drivers.
Stakeholder Management
- Hold strategic meetings, ensuring relevant participation and providing guidance and support during discussions.
- Manage executive stakeholder relationships with MNS customers and technology providers.
- Maintain relationships with business partners and customers, ensuring contract adherence.
- Identify mutually beneficial situations with external partners.
Project Delivery
- Develop and drive the execution of agreed projects.
- Oversee implementation, tracking, monitoring, and compliance of projects.
- Manage contracts in line with procurement policies.
- Coordinate project reporting and implement the integrated project management model.
- Manage risk associated with projects
Business Analysis
- Determine, document, and review project requirements within the value stream or for impacting processes and systems.
- Design, analyze, and document workflows, recommending improvements for operational effectiveness.
Education
- Minimum of Bachelor of Science, Technology or Engineering
- Master’s degree in technology/engineering is preferred.
Experience:
- Minimum 8–10 years’ experience in telecom technology solutions, with at least 5 years in a leadership role.
- Proven expertise in network architecture, IP/MPLS, cloud services, and wholesale connectivity.
- Strong understanding of regulatory frameworks and infrastructure-sharing models.
