Job Description

Duration & Location
  • Location: Buliisa, Uganda
  • Duration: 12 Months
  • Status: Rotational (4 Weeks ON × 4 Weeks OFF)

Activities
HSE / RSESD Role
  • Ensure a bridging document, endorsed by all parties, is developed to cover all routine and non-routine activities on Kabaale Hub, whether conducted by LA operators, EACOP, GMOC, or other Contractors, and ensure full compliance with Affiliate and Site HSE Management Systems.
  • Contribute to the Emergency Response Plan development.
  • Approve bridging document and Emergency Response Plan.
  • Ensure all actions are implemented to meet Affiliate and Site HSE objectives including:
    • LTIF
    • TRIR
    • Environmental discharges including flaring
    • Tier 1 and Tier 2 events
    • Observation reporting
    • Life Saving Checks
    • Joint Safety Tours
  • Ensure implementation and adherence to an Environmental Management System as per ISO 14001 requirements, including Waste Management Plan.
  • Coordinate constitution of a single Site HSE dossier for the perimeter.
  • Ensure all Integrity barriers including SECEs are operational and maintained in a timely manner. Raise deviation or DGS if barriers are deficient.
  • Define and implement all safety measures to mitigate safety and environmental risks on site.
  • Review and acknowledge all Risk Assessments.
  • Declare and manage downgraded situations and define immediate mitigation measures and corrective actions.
  • Approve SIMOPS dossiers and ensure adherence to SIMOPS requirements.
  • Acknowledge all PTWs through co-signature with GMOC, LA operators and EACOP.
  • Ensure adherence to defined external and internal audit schedules and follow up on post-audit action plans.
  • Ensure site organization readiness to respond to emergencies and monitor adherence of GMOC to:
    • Mandatory personnel training
    • Weekly drills
    • Availability and functionality of emergency resources
  • Attend Emergency Response on site as advisor and liaison officer to Tilenga site and Kampala.
  • Ensure implementation of contingency plan actions including Oil Spill Response.
  • Ensure accurate reporting of all HSE KPIs including HSE events through Synergi.
  • Lead investigations following recordable incidents, HIPO, Tier 1 and Tier 2 incidents and ensure REX issuance.
  • Promote HSE culture through high daily visibility on site, HSE meetings and toolbox talks.
  • Ensure adherence of all personnel to Company Code of Conduct, Ethics and Site Internal Rules.
  • Ensure best hygiene practices are enforced.
Operations
  • Represent TotalEnergies EP Uganda Company / Tilenga operator in the field.
  • Ensure smooth coordination and performance of all site activities including:
    • Production
    • Maintenance
    • Inspection
    • Construction
    • Logistics
    • Hospitality and Catering
    • HSE
    • Security
    • Community Relations
    • LA Operators
    • EACOP
    • GMOC
    • Other Contractors such as SMC
  • Ensure resources are adequate and associated co-activity risks are managed.
  • Liaise with GMOC for performance of specific activities including:
    • Pig reception
    • Metering skid line change-over
  • Contribute to activity planning, approve work programs and perform arbitration where necessary.
  • Lead the 5WLA planning.
  • Implement site management tours at all locations under responsibility.
  • Monitor execution of work programs versus plan.
  • Monitor all site production activities to meet efficiency, production and OPEX objectives.
  • Approve main procedures and instructions.
  • Ensure accurate daily reporting of activities.
  • Ensure equipment failures are reported, documented and investigated with detailed action plans issued and followed.
  • Contribute to optimization and troubleshooting.
  • Propose modifications or adjustments to improve reliability, availability and reduce costs.
  • Enforce recommendations from Affiliate Support teams including Production Methods and Well Performance.
  • Participate in definition and approval of shutdown and major campaign scopes.
  • Ensure adherence to Field Operations Management System including:
    • Meeting TOR and schedule
    • Management of Change procedures
  • Contribute to evaluation of contractor performance.
  • Ensure acceptable welfare standards for site personnel.
  • Implement reward and sanction policy.
  • Mitigate societal risks within the area of operation with support from community and security resources.
  • Participate in budget preparation and maintain cost control systems on site.
  • Ensure clear reporting and timekeeping of activities performed by GMOC and other contractors for cost allocation.
Context and Environment
  • There is no equivalent project of such industrial drilling magnitude in a remote and sensitive area within the Group today.
  • The Tilenga oilfields are partly situated in a protected National Park, beneath the River Nile wetlands area and within densely populated rural communities in Uganda.
  • Activities are exposed to risks of major incidents with severe environmental consequences and significant NGO presence.
  • Factory drilling operations involving:
    • One well delivered every four (4) days
    • Three drilling rigs operating simultaneously
  • Requires:
    • Standardization of equipment and procedures
    • Strict enforcement of Drilling & Well instructions
    • Safe and efficient logistics management
  • The project focuses on delivering the lowest possible cost while challenging TOTAL design concepts and referential standards.
  • Multicultural environment with contractors located across different parts of the world.
  • Ugandan regulations, administrative requirements and international onshore plant codes apply.
  • Project FID was signed in Q1 2022.
  • Drilling operations started in Q2 2022.
  • Ready For Start-Up (RFSU) target is July 2026.
Accountabilities
  • Accountable for compliance of all site activities with:
    • International and Ugandan laws and regulations
    • Company Rules
    • Affiliate and Site HSE Management Systems
  • Guarantor of:
    • Personnel safety
    • Environmental protection
    • Property safeguard
  • Accountable for achieving production targets while meeting HSE, budget and planning objectives.
Qualifications
  • Bachelor’s degree or equivalent in:
    • Petroleum Engineering
    • Industrial Engineering
    • Mechanical Engineering
    • Industrial Chemistry
Experience
  • Minimum ten (10) years broad practical experience in maintenance and production operations on onshore or offshore sites.
  • Experience in one or more of the following:
    • Site Manager
    • Production Superintendent
    • HSE Superintendent (medium/small site)
    • Head of Production Methods
    • HQ Exploitation Support Engineer
  • Recognized leadership in an oil and gas operating environment.
  • Sound knowledge of TotalEnergies policies, rules and specifications.
  • Demonstrated capabilities in:
    • HSE
    • Personnel management
    • Technical and operational matters
  • English language proficiency is mandatory.
  • “OPERCAP +” evaluation must be passed.
