Job Overview:
Reports to the Commissioning Electrical Superintendent and assist in the execution of a safe and efficient Pre-commissioning, Commissioning, Start-up and Performance Testing of the facility to achieve the plant’s production and performance objectives and McDermott’s contractual objectives. Responsible for the execution of the plant electrical pre-commissioning and commissioning activities in accordance with the Commissioning Execution Plan.
Provides first line supervision of the technicians carrying out the electrical completion activities in the area under his responsibility.
Responsibilities
Key Tasks and Responsibilities:
- Work collaboratively within the Project team and with Client to maintain positive relationships.
- Supervises pre-commissioning activities for electrical equipment including pre-energization checks for electrical equipment within his area of responsibility, and repair and refurbishment of electrical equipment during commissioning and operations as required.
- Supervises commissioning activities on electrical systems and equipment packages for test runs and performance tests within his area of responsibility.
- Responsible for executing the Energization Plan in the area under his responsibility.
- Record the completion of the electrical activities and ensure all records are passed to the Systems Completion team for entry into the database.
- Participate in walk down inspections, punch listing, clearing and reinstatement activities of electrical systems.
- Plan daily activities based on schedule requirements, procedures, and available work fronts.
- Coordinate with the E&I Sub-contractor on site for all Pre-commissioning activities.
- Ensure the issue of PTW and job safety analysis for electrical commissioning activities in the area under his responsibility.
- Coordinate with equipment manufacturers and suppliers for electrical pre-commissioning, commissioning and repairs procedures for electrical equipment / packages as required.
- Work with Vendors and assist in vendor coordination for SAT’s and initial start-up.
- Supervises the safe and effective utilization of all materials, equipment and personnel assigned to electrical team.
- Responsible for quantity and quality of all work performed by the electrical team in the area under his responsibility.
- Redlining as-built electrical drawings for pre-commissioning and commissioning works in compliance with project procedure.
- Complies with company policies, procedures and safe working practices.
Qualifications
Essential Qualifications and Education:
- Preferably possess a diploma in engineering or similar.
- Must have a minimal of 5 years’ experience within a contractor organisation as a commissioning electrical supervisor / specialist.
- Have pre-commissioning, commissioning and start-up experience on at least 3 major EPC projects in the refinery, oil and gas industry.
- Experience with Substation switchgear, HV/MV/LV power distribution systems, Emergency Power, Power Management System, UPS, and VFD.
- Experience of GIS and 110+kV systems is desirable.
- A certified permit holder from the Ugandan Electricity Regulatory Authority (ERA) would be useful.
- Familiar with codes and standards of IEC, API, EEMUA, NEC, and IEEE.
- Demonstrate a broad technical knowledge of construction and completion activities.
- Knowledge of Completions Management System is preferred.
- Knowledge of OPERCOM and ICAPS on a large oil & gas project is a plus.
- Able to effectively communicate technical solutions and concepts to other engineers and non-engineers.
- Must have good computer software skills in MS Word, Excel, and PowerPoint as a minimum.
- Must have strong English communications skills, both oral and written. Second language is a plus.
