Department: Human Resource and Administration
Reports To: Chief Executive Officer
Duty Station: Entebbe International Airport, with oversight and travel across the as assigned.

Operational Scope: Lead the Human Resources function and drive a culture of excellence, engagement, and high performance across the airline.

      1. Job Purpose

Uganda Airlines is seeking an innovative and strategic Chief People and Culture Officer (CPCO) to lead the Human Resources function and drive a culture of excellence, engagement, and high performance across the airline. Reporting to the Chief Executive Officer (CEO), the CPCO will shape and implement strategies that attract, retain, and develop top talent while ensuring alignment with the airline’s vision, mission, and values.

2. Key Responsibilities: 

a) Develop and execute HR and people strategies that support business goals and drive organisational

performance.

b) Promote a positive organisational culture, employee engagement, and well-being initiatives.

c) Lead talent acquisition, performance management, learning and development, and succession planning.

d) Ensure compliance with all labour laws, aviation regulations, and internal HR policies.

e) Provide strategic HR guidance and support to the CEO and senior management team.

f) Drive diversity, equity, and inclusion initiatives across the airline.

g) Implement effective compensation, benefits, and recognition programs to motivate and retain employees.

h) Oversee employee relations, conflict resolution, and HR analytics to inform decision-making.

i) Build strong relationships with key regulatory bodies, unions, and HR professional networks.

j) Continuously monitor HR trends and best practices in the aviation industry and integrate them into the airline’s operations.

k) Strategic Infrastructure and Workplace Management

l) Provide leadership and governance over corporate administration services, including workplace services, logistics support, and vendor management, ensuring efficient service delivery, effective contract management, and sustainable facilities practices that support airline operations.

m) Provide strategic oversight of the airline’s estates and facilities to ensure that corporate offices, airport workspaces, and operational support facilities are effectively planned, maintained, and aligned with the airline’s operational and growth objectives.

n) Oversee the optimisation and lifecycle management of the airline’s property portfolio, including owned and leased facilities, ensuring efficient space utilisation and alignment with long-term business and infrastructure needs.

o) Ensure that all corporate and operational facilities are maintained to high standards of safety, reliability, and regulatory compliance, including adherence to aviation regulations and occupational health and safety requirements.

p) Provide strategic leadership and governance for the airline’s security function, establishing policies, systems, and capabilities that safeguard passengers, personnel, aircraft, facilities, and corporate assets while ensuring full compliance with international aviation security standards of the International Civil Aviation Organization and regulatory requirements of the Uganda Civil Aviation Authority.

q) Lead the identification, assessment, and mitigation of security risks across all airline operations, while maintaining strategic engagement with aviation regulators, airport authorities, and national security agencies to ensure effective threat management, incident response, and business continuity.

3.Qualifications & Skills 

a) Education & Training 

Essential 

  1. Bachelor’s degree in Human Resource Management, Business Administration, social sciences, Social Work & Social Administration, Law, Public Administration, Industrial and organisational psychology, or other relevant degree.
  2. Master’s degree in Human Resource Management, or master’s degree in public administration & management, or a Masters degree in Organisational Psychology or a related field however, the specialization must be in Human Resources or an equivalent of 10 years working experience in human resources management or any other reputable institution with the applicable trainings.

Desirable 

  1. Possession of HR professional qualifications such as the Chartered Institute of Personnel and Development (CIPD), Society of Human Resource Management (SHRM), or other Nationally or Internationally recognized HR professional qualifications.

4. Relevant working Experience 

  1. Minimum twelve (12) years of HR relevant working management experience at a senior leadership level in a reputable company or organization, ten (10) of which should have been at the head of the department level.
  2. Proven experience in developing and executing people’s strategies that drive culture and business performance.
  3. Strong knowledge of labour laws, HR best practices, and organisational development.
  4. Exceptional leadership, communication, and stakeholder management skills.
  5. Track record of building high-performing teams and fostering a culture of innovation, collaboration, and accountability.
  6. Ability to influence organisational change and champion initiatives that improve employee engagement and retention.
  7. Must be 45 years and above.
