Job Description

Key Responsibilities

  1. Principle Duties & Responsibilities:• Lead the planning, structuring and execution of domestic andinternational capital market transactions, including conventional,green, sustainability, social and Sukuk bond issuances whereapplicable.• Lead the establishment and maintenance of Medium-Term Note(MTN/EMTN) and Commercial Paper programmes.• Develop innovative funding solutions including syndicated loans,structured finance, blended finance and guarantee-backedtransactions.• Monitor capital market developments and recommend optimalfunding strategies, timing and market access opportunities.• Prepare financial models, pricing analyses, funding recommendationsand transaction term sheets.• Coordinate transaction execution by managing relationships witharrangers, legal counsel, trustees, paying agents, auditors, transactionadvisors and other service providers.• Lead investor engagement activities, including investor roadshows, duediligence processes and ongoing investor relations.• Coordinate credit rating exercises and maintain relationships withrating agencies and key market participants.• Oversee settlement of treasury transactions and ensure timelyexecution of funding and investment transactions.• Maintain effective treasury controls, cash management systems andtreasury infrastructure to support operational efficiency and safeguardthe Bank’s assets.• Processing and maintenance of data of high quality.• Ensure compliance with Capital Markets Authority, Uganda SecuritiesExchange and other applicable regulatory, listing and disclosurerequirements.• Support the development, implementation and periodic review ofTreasury policies, the Resource Mobilisation Strategy and the CapitalMarket Framework.• Prepare ALCO and Management papers relating to treasury, fundingand capital market activities.• Mentor and develop Treasury staff, promote knowledge sharing andcontribute to institutional capacity building to strengthen treasury andcapital market capabilities.
  2. Level of Authority:• Shall be a member of the Enhanced Deal Review Committee.• Advise Management on issues relating to Domestic ResourceMobilization.• Manage relationships with Funders, Prospective funders and Bankers.
  3. Relationships:Internal: All staff and departments.External: Key external stakeholders including Ministry of Finance Planning& Economic Development, Capital Markets Authority, Uganda SecuritiesExchange, Development Finance Institutions, Commercial Banks,institutional investors, Arrangers, legal counsel, Rating Agencies andAuditors.

Education & Requirements

Education: • Bachelor’s degree in Finance, Economics, Commerce, Business Administration, Statistics, Accounting or a related field from a recognized university. • A master’s degree in business, Finance, or relevant field of study from a recognized university is

Additional Details

  1. Experience:• Minimum of six (
  2. 0
  3. years’ experience, two of which should be atsupervisory level, in the field of Treasury, Investment Banking,Corporate Finance, Debt Capital Markets or resource mobilization.• Demonstrated experience in execution of bond issuances, syndicatedloans, structured finance or similar capital market transactions.• Experience in engaging Development Finance Institutions, InstitutionalInvestors and Transaction Advisors will be an added advantage.
  4. Competences:• This role requires a seasoned professional with extensive experience inAsset & Liability Management, Debt Capital Markets, ResourceMobilization, Financial Modelling & Valuation.• Proven expertise in Capital Markets Operations, Securities regulations,Sustainable Finance, and transaction syndication.• Strong understanding of Uganda’s Capital Market Operations andregulatory environment.• Excellent problem solving, negotiation, communication and interpersonal skills.
