A. Key Responsibilities
The Rural Development Advisor will be in charge of:
- Leading the full cycle of the activities supported under the SFF in close collaboration with MAAIF – from planning and preparation to implementation and reporting – taking ownership of results and outcomes.
- Providing technical advice and support to MAAIF for the implementation of CAADP strategy and action plan within the planned measures under this SFF support.
- Driving engagement and collaboration with the GIZ AU CAADP support and other relevant Global projects (E.g. Sustainable Agricultural Systems and Policies (AgSys))
- In close collaboration with MAAIF strengthen linkages among stakeholders at national and sub-national levels, actively identifying synergies and promoting cooperation.
- Coordinate private-sector partnerships and investment within the rural development sector projects.
- Coordinate efforts within the rural development focal area projects to promote access to appropriate and affordable finance.
- Providing hands-on technical advisory and support to plan and oversee studies
- Supporting technical implementation of activities under the GIZ PRUDEV project
- Collaborating with various government ministries, regional bodies, private sector, civil society, and development partners.
B. Specific Tasks
1. Coordination / Advisory Services
- Lead and coordinate project implementation at national and sub‑national levels; ensure effective planning with all partners.
- Provide strategic advice/information to counterparts in the rural development programmes to; promote learning, innovation and alignment with CAADP Kampala frameworks.
- Design, implement and improve quality assurance measures for deliverables from consultants and partners; propose corrective actions.
- Prepare and advise on studies, including drafting detailed Terms of Reference and producing concise summary reports.
- Contribute to integrated programming within the rural development programme, ensuring land governance is anchored as a pillar; drive collaboration and synergies across the programme and land sector through cluster structures.
2. Networking and cooperation
- Develop partnerships and policy dialogue with relevant ministries/agencies, private sector, development partners and other stakeholders.
- Establish availability of materials for dissemination across diverse stakeholder groups; support delivery of training and information sessions.
- Coordinate closely with the Global Project on AU CAADP support and other relevant global initiatives (e.g., AgSys) to align approaches and leverage synergies.
- Facilitating collaboration among private-sector actors, development partners, government agencies, and other relevant stakeholders on access to appropriate and affordable finance.
3. Knowledge management
- Develop knowledge and communication products and ensure targeted dissemination to stakeholders.
- Prepare high‑quality inputs for project reporting (annual reports, donor reports such as BMZ), proactively capturing, synthesizing and communicating results and lessons learned.
Other Duties/Additional Tasks
- Performs other duties and tasks at the request of Management.
