Responsibilities

JOB PURPOSE

The Finance Manager will provide strategic and operational leadership for Finance, Accounts, Procurement and Stores, ensuring sound financial management, accountability, effective procurement and inventory control, compliance with applicable laws, donor requirements and HFAAC policies, and the development of strong systems that support organizational growth.

KEY RESPONSIBILITIES

  • Lead and supervise the Finance, Accounts, Procurement and Stores functions.
  • Develop and strengthen accounting systems, budgets, financial procedures, internal controls and reporting mechanisms.
  • Prepare and oversee budgets, cash-flow forecasts, management accounts and financial statements.
  • Monitor expenditure, provide financial analysis and advise management on resource utilization.
  • Ensure compliance with applicable laws, accounting standards, donor requirements and HFAAC policies.
  • Coordinate annual audits and follow up implementation of audit recommendations.
  • Lead transparent, competitive and value-for-money procurement and supplier management.
  • Ensure effective management, recording, reconciliation and control of assets, inventory and stores.
  • Establish and strengthen petty-cash systems, accountability procedures and regular spot checks.
  • Lead the effective use and improvement of IT-based accounting and financial management systems.
  • Supervise, coach and develop finance, procurement and stores staff.
  • Identify financial and operational risks and provide strategic financial guidance to management and the Board.
  • Work effectively with staff, donors, auditors, suppliers, government authorities and other stakeholders.
Qualifications
  • A Bachelor’s degree in Accounting, Finance, Commerce, Business Administration or a related field.
  • ACCA or CPA qualification/certification; additional professional qualifications are an advantage.
Details of experience
  • At least three (3) years’ relevant NGO experience.
  • Strong practical experience with IT-based accounting and financial management systems.
  • Demonstrated experience in establishing, organizing and strengthening finance, procurement and internal-control systems, preferably in a growing organization.
