About the Job
The Manager AML & Sanctions will provide leadership and support to the Bank’s Anti-Money Laundering (AML), Combating Financing of Terrorism and Proliferation (CFT & CPF), and Sanctions Compliance programmes.
The role is responsible for ensuring that the Bank’s business activities and conduct comply with relevant laws, regulations, standards, codes, rules, and applicable regulatory requirements.
The position will also support the Head of Compliance and deputize the Money Laundering Control Officer (MLCO) in ensuring effective implementation of the Bank’s AML/CFT/CPF and Sanctions compliance framework.
Key Responsibilities
- Support the Head of Compliance in formulating strategic plans for the department and the Bank from an AML/CFT/CPF compliance perspective.
- Support development of departmental work plans and budgets.
- Establish, operationalize, and regularly review the effectiveness of the Bank’s AML/CFT/CPF Risk Management Framework.
- Ensure the framework remains aligned with applicable local and international laws and regulations.
- Deputize the Money Laundering Control Officer (MLCO).
- Ensure activities under the Bank’s AML/CFT/CPF programme are effectively established and delivered.
- Provide leadership and guidance in the execution of day-to-day compliance activities.
- Support talent acquisition, development, productivity, and motivation of direct and indirect reports.
- Ensure AML/CFT/CPF compliance training and awareness programmes are effectively delivered to employees, agents, and identified user groups.
- Ensure correspondence with regulators and other external parties is handled in a timely manner.
- Maintain effective working relationships with relevant internal and external stakeholders.
- Conduct AML/CFT/CPF and Sanctions Risk Assessments in line with regulatory requirements and internal policies.
- Ensure identified risks are appropriately rated and mitigated.
- Initiate annual updates to AML/CFT/CPF and Sanctions policies, procedures, and processes.
- Initiate policy and process updates following trigger events or risk assessment findings.
- Keep management informed about emerging and relevant changes in the AML/CFT/CPF environment.
- Ensure regulatory and industry changes are integrated into applicable business processes.
- Act as the Compliance Function’s Risk Management Champion.
- Prepare Compliance reports and dashboards for Management, relevant committees, the Board, and regulators as appropriate.
- Monitor changes in AML/CFT/CPF laws and regulations.
- Monitor sanctions regimes, emerging typologies, fraud trends, sanctions-evasion techniques, and intelligence from regulators, law enforcement agencies, and international bodies.
- Translate regulatory and intelligence developments into required control changes.
- Ensure optimum utilization of the allocated compliance budget.
- Monitor payments to third-party vendors for compliance systems and tools against actual consumption and contractual arrangements.
- Advise stakeholders on AML/CFT/CPF matters while maintaining the independence of the Compliance Function.
- Ensure commercial activities remain within applicable regulatory requirements and the Bank’s risk appetite.

Qualifications, Experience and Competencies
- Bachelor’s degree in a discipline relevant to the role.
- Professional qualification or training in Risk Management or Compliance.
- A Master’s degree or membership of a relevant professional body is an added advantage.
- At least 5 years’ experience in banking or financial consultancy services.
- At least 3 years of the required experience should be associated with risk management or compliance.
- At least 2 years of supervisory experience or equivalent experience is an added advantage.
- Proactive attitude and commitment to maintaining the highest professional standards to ensure the Bank is not exposed to unnecessary risk.
- Ability to build supportive relationships with different stakeholders.
- Ability to make sound commercial business decisions and remain resilient in the face of resistance.
- Credibility, professionalism, and confidence to implement best practices.
- Ability to work with the business to achieve its goals within relevant regulatory regimes.
- Ability to consistently demonstrate initiative and confidence when dealing with Management.
