Company Description
The Institute of Certified Public Accountants of Uganda (ICPAU) is the national professional accountancy body established in 1992 under the Accountants Act, which was later repealed and replaced by the Accountants Act of 2013. Headquartered in Kampala, the Institute is mandated to regulate and maintain the standard of accountancy in the country while prescribing the professional conduct of all accountants and practicing firms. Its core mission is to develop and promote the profession in the public interest, ensuring that Ugandan accountants meet international benchmarks of professional excellence and integrity.
The governance and strategic leadership of ICPAU are managed by a Council of eleven members, which includes directly elected representatives and ex-officio members from the government’s finance and education sectors. This governing body oversees a wide range of critical functions, such as the adoption of International Financial Reporting Standards (IFRS) and International Standards on Auditing (ISA) for use in Uganda. The Institute also manages membership services, provides technical advice on public financial management, and operates an audit quality review program to ensure that practicing firms adhere to rigorous global quality assurance standards.
The educational and regulatory arm of the Institute is primarily driven by the Public Accountants Examinations Board (PAEB), which is responsible for conducting professional examinations for the Certified Public Accountants (CPA) and Certified Tax Advisor (CTA) courses. To maintain professional competence, ICPAU enforces mandatory Continuing Professional Development (CPD) for its more than 3,000 members and manages a robust disciplinary framework to investigate any misconduct. Through its affiliation with the International Federation of Accountants (IFAC) and regional mutual recognition agreements, ICPAU ensures that Ugandan accounting qualifications remain globally recognized and competitive.
