Job Description

Responsible For:

  • Senior Finance Officer (Revenue and Budget).
  • Senior Accountant (Expenditure and Accounts).
Job Purpose

To provide guidance and technical support to management on the proper management and accountability of the District’s financial resources in accordance with the applicable financial laws.

Key Outputs
  • Revenue collection supervised.
  • Books of accounts and accounting records prepared and maintained.
  • Financial transactions verified and sanctioned.
  • District budgets and work plans prepared and coordinated.
  • Financial statements and reports prepared.
  • Audit queries answered.
  • Technical support on financial matters provided to the Council through the Chief Administrative Officer.
  • Revenue sources reviewed and alternative sources identified.
  • Procurement and prompt payment for goods and services coordinated.
  • Finance Department staff supervised and performance assessed.

Key Functions
  • Supervising the collection of revenue.
  • Preparing books of accounts and accounting records.
  • Managing, controlling, and accounting for the District’s financial resources.
  • Preparing and coordinating District budgets and work plans through the Budget Desk.
  • Reconciling bank statements with cash books to resolve discrepancies.
  • Preparing financial statements and reports.
  • Responding to audit queries and mandatory inquiries whenever necessary.
  • Providing technical support to the Council on financial matters.
  • Planning, supervising, and assessing the performance of staff in the Finance Department.
  • Reviewing existing revenue sources and identifying alternative revenue generation opportunities.
  • Coordinating the procurement process and ensuring prompt payment for goods and services provided to the District Administration.
  • Enforcing adherence to financial policies, regulations, and professional accounting practices in all financial transactions.
Person Specifications

(i) Qualifications
Either:

  • Honours Bachelor’s Degree in Commerce (Accounting Option), Business Administration (Accounting Option), Business Studies (Accounting Option), Finance and Accounting, or a related field from a recognized university or institution; plus full professional accounting qualifications such as ACCA, CPA, ACIS, or CPE.

Or:

  • Full professional accounting qualifications such as ACCA, CPA, ACIS, or CPE obtained from a recognized institution and accredited by the Institute of Certified Public Accountants of Uganda (ICPAU); plus a Postgraduate Diploma in Financial Management or Business Administration from a recognized awarding institution.

(ii) Experience

  • At least nine (9) years of experience in accounting, three (3) of which must have been served at the level of Principal Finance Officer in Government or an equivalent position in a reputable organization.

(iii) Competences

  • Financial management.
  • Planning, budgeting, and coordinating.
  • Accountability.
  • Problem-solving and decision-making.
  • Communication.
