Job Description

Applications are invited from suitably qualified persons to fill the under listed vacant posts that exist in the service of Mubende District Local Government and Mubende Municipal Council.

Applications should be submitted in triplicate on PSC form 3 (Revised 2008) to the SECRETARY DISTRICT SERVICE COMMISSION P.O.BOX 93, MUBENDE not later than 8th June, 2026.

Application forms are obtainable from Public Service Commission Offices or any office of the District Service Commission country wide and must be filled in the Applicants own hand writing with three (3) current passport size photographs attached. Serving officers should route their applications through their Heads of Department who should be informed of the closing date to avoid delay.

Certified copies of Academic documents, Registration Certificate and Practicing License where applicable, National Identity Card and any other relevant documents must accompany the application forms. Those who would have not heard from the Commission at the end of the exercise should consider themselves unsuccessful.

Job Title: District Planner (Principal Planner)

Reports To: Chief Administrative Officer

Responsible For

Job Purpose

To develop comprehensive and integrated District Plans, and monitor and evaluate their implementation.

Key Outputs
  • District development strategies, plans, and budgets formulated, developed, and coordinated.
  • Performance standards and indicators for the district prepared and disseminated to users.
  • Technical support provided to Departments in preparation and production of District Development Plans.
  • Investment priorities in the District determined.
  • Performance of District Development Plans programmes and projects coordinated, monitored, and evaluated.
  • District Management Information System maintained.
  • An up-to-date data bank developed and maintained.
  • National and district policy appraised.
  • Minutes of the Technical Planning Committee produced.
Key Functions
  • Formulating, developing, and coordinating District development strategies, plans, and budgets.
  • Preparing and disseminating performance standards and indicators for the district to users.
  • Providing technical support to Departments in preparation and production of District Development Plans.
  • Determining District investment priorities.
  • Coordinating, monitoring, and evaluating performance of District Development Plans programmes and projects.
  • Maintaining the District Management Information System.
  • Developing and maintaining an up-to-date data bank.
  • Appraising National and district policy.
  • Producing minutes of the Technical Planning Committee.
Person Specifications
Qualifications
  • An Honors Bachelor’s Degree in Economics, Statistics, or Quantitative Economics from a recognized institution.
  • A minimum of a Postgraduate qualification in Planning and Management from a recognized institution.
Experience
  • Should have at least six (6) years of working experience as a Planner, three (3) of which should have been at Senior Level in public service or a reputable organization.
