Job Description
About the Role
YSAT is recruiting an FSL Lead to lead the Food Security and Livelihoods component of its OCHA-funded Refugee Response Programme — overseeing cash assistance, beneficiary targeting and verification, coordination with Financial Service Providers, financial literacy, and post-distribution monitoring across three settlements.
Recruitment is contingent upon confirmation of funding by UNOCHA’s Uganda Humanitarian Fund.
Key Responsibilities
- Lead planning and implementation of monthly cash assistance activities across assigned settlements, ensuring accurate beneficiary targeting, profiling, verification, and payment
- Coordinate timely cash transfers and resolve payment, account, mobile money, and agent-related challenges with Financial Service Providers
- Lead financial literacy and digital cash management sessions to strengthen participants’ understanding of safe cash use and fraud prevention
- Supervise Project Assistant – FSL staff across Rhino Camp, Imvepi, and Bidibidi
- Represent YSAT at settlement-level Cash, Food, and Livelihood sector working groups
- Conduct post-distribution monitoring (PDM) and prepare high-quality monthly and quarterly reports
Requirements
- Bachelor’s Degree in Food Security & Livelihoods, Economics, Development Studies, Project Management, Social Sciences, or a related field; professional training in Cash Transfers Programming is highly desirable
- Minimum 3 years of experience implementing Cash and Voucher Assistance (CVA), preferably in refugee or humanitarian settings
- Demonstrated experience in beneficiary targeting and verification, mobile money/digital cash transfers, FSP coordination, and PDM
- Experience supervising field teams and managing multi-location cash activities
- Prior experience working with Refugee-Led Organizations is a requirement
