Job Description

Head – Projects

Number of Vacancies: Two (2)
Department: Engineering
Reports to: Chief Engineer

Job Purpose

Responsible for providing support to the Chief Engineer in overseeing a cluster of projects through the various stages of project development and implementation. This includes contribution to project design, documentation and development phases; coordinating procurement, construction, implementation, and delivery of projects; and ensuring effective performance of Strategic Business Units (SBUs) in furtherance of the Company’s mandate, strategic objectives, goals, risk management, and compliance requirements.

Key Duties and Responsibilities

Strategization

  • Participate in the development and review of departmental strategies, work plans, and budgets.
  • Ensure approval and successful implementation of departmental plans throughout the year.

Project Supervision

  • Conduct regular site visits and monitor ongoing projects.
  • Provide quality assurance, facilitation, and coordination of project implementation.
  • Optimize project costs, ensure safety of workers and contractors, and enhance project profitability.

Site Readiness

  • Ensure project sites are free from encumbrances.
  • Open boundaries and conduct site surveys.
  • Coordinate project orientation and land optimization activities.

Project Design and Documentation Reviews

  • Review designs and documentation before implementation, including:
    • Site infrastructure designs
    • Architectural drawings
    • Structural drawings
    • Electrical drawings
    • Bills of Quantities (BOQs)
  • Advise the Chief Engineer accordingly.

Strategic Business Unit (SBU) Development

  • Oversee development of SBUs within the Engineering Department.
  • Monitor their operations, profitability, and contribution to the company’s performance.

Project Reporting

  • Prepare and consolidate periodic reports on all ongoing projects.
  • Submit reports to the Chief Engineer and Management for decision-making.

Project Property Accountability

  • Ensure efficient maintenance of company properties and plant.
  • Monitor operation and maintenance of mechanical plant and equipment.
  • Ensure economical, effective, and efficient utilization of resources.

Budgeting and Budget Coordination

  • Participate in departmental budgeting processes.
  • Coordinate budgetary and operational provisions for all project site teams.

Contractual Reviews

  • Develop and review project contracts and procurement/tender documents.
  • Oversee contract administration and management.
  • Mitigate risks associated with project implementation.

Team Leadership

  • Manage performance of direct reports.
  • Lead recruitment, staff development, performance management, remuneration, rewards, career planning, coaching, mentoring, and employee engagement initiatives.
Minimum Qualifications and Experience
  • Bachelor’s Degree in Civil Engineering or Construction Management from a recognized university.
  • Specialized training and qualifications in Project Planning and Management from a recognized institution (Mandatory).
  • Must be a registered Engineer with the Uganda Engineers Registration Board (ERB) or a recognized professional engineering body such as MUIPE (Mandatory).
  • Master’s Degree in any of the relevant fields is an added advantage.
  • Minimum of ten (10) years’ experience in civil engineering.
  • At least four (4) years should have been served as:
    • Principal Engineer (Civil),
    • Head of Engineering Section,
    • Senior technical/operational management role,
    • Or equivalent senior-level position in a reputable organization.
  • Experience in a housing or real estate development company is an added advantage.
Behavioral and Technical Competencies
  • Proven competence in engineering design software, including:
    • AutoCAD
    • Revit
    • ArchiCAD
  • Proven competence in engineering and project management software, including:
    • MS Project
    • Microsoft Word
    • Microsoft Excel
    • Microsoft PowerPoint
  • Strong knowledge of project management principles.
  • Knowledge of NHCC products and service offerings is essential.
