Job Description

Applications to be completed and submitted in triplicate on PSF 3 Revised 2008 for non-Teaching Cadre and Education Service Commission (ESC) Form No.3 (1998) revised for teaching cadres to the Secretary City Service Commission, P. Box 290, Mbarara Plot No. 13A Muti Drive.

Those already in Government Service should route their applications through their Responsible Officers who should be informed of the closing date to avoid delay.

The Application Forms are obtained from the District/ City Service Commissions, Town Clerks’ Offices and Chief Administrative Officers’ Offices country wide, Ministry of Public Service website and can be downloaded from the Mbarara city website: mbararacity.go.ug

Copies of all Academic qualifications, certificates, Transcripts certified by issuing Institutions, proof of working experience, attained copies of previous appointment, confirmation and promotion letters (where applicable), Professional licenses (where applicable), National Identity Card, identity cards of schools and institutions attended, an up-to-date Curriculum Vitae (CV), 3 Recent passport size photographs attached to the Application forms and any other relevant documents deemed necessary must be attached.

Reports to: Town Clerk
Responsible for: Senior Monitoring and Evaluation Officer, Senior Economist

Job Purpose

To develop comprehensive and integrated City Plans and monitor and evaluate their implementation.

Duties and Responsibilities
  • Formulating, developing and coordinating City development strategies, plans and budgets
  • Preparing and disseminating performance standards and indicators for the City notes
  • Providing technical support to Departments in preparation and production of City Development Plans
  • Appraising and determining City investment priorities
  • Coordinating, monitoring and evaluating performance of City Development Plans, programmes and projects
  • Maintaining an up-to-date City Management Information System
  • Developing and maintaining an up-to-date data bank
  • Producing minutes of Technical Planning Committee of the City Council
Person Specifications

(a) Academic Qualifications

  • An Honors Bachelor’s Degree in Economics, Statistics or Quantitative Economics from a recognized Institution
  • A Master’s degree in any of the above-mentioned fields from a recognized institution

(b) Work Experience

  • Nine (9) years of working experience, three (3) of which should have been at a Principal Planner Level in Government or equivalent level from a reputable organization
