Job Description

Information Communication and Technology (ICT) Officer

Number of Vacancies: One (1)
Department: Office of the Chief Executive Officer
Reports to: Head – ICT

Job Purpose

Responsible for supporting the implementation of the National Housing & Construction Company’s ICT Strategy by maintaining and managing ICT solutions, projects, and operations, as well as providing support to ICT users to enable effective and efficient business operations in furtherance of the Company’s strategic objectives and goals.

Key Duties and Responsibilities

ICT Strategy Support

  • Support the Head-ICT in developing and executing the ICT strategy.
  • Contribute to drafting ICT thematic focus areas aligned with company aspirations.
  • Support the design, development, and maintenance of ICT infrastructure.
  • Conduct needs assessments, benchmarking, preparation of technical specifications, and evaluations.

Enterprise Management Systems

  • Support the design, development, and maintenance of enterprise management systems.
  • Manage computer devices, servers, and network infrastructure.
  • Ensure the provision of stable and effective ICT systems for company operations.

ICT Reporting

  • Prepare and submit ICT reports generated from reliable management information systems.
  • Produce reports such as:
    • Cost-benefit analysis reports
    • System and data integrity reports
    • System uptime reports

Compliance Management

  • Ensure compliance with ICT governance, risk management, audit, and regulatory requirements.
  • Implement recommendations and close audit or compliance queries promptly.

Troubleshooting and User Support

  • Liaise directly with end users to analyze and resolve ICT-related issues.
  • Provide first-level and second-level support for:
    • Software failures
    • Hardware failures
    • Telephony systems
    • Local Area Networks (LANs)
    • Wide Area Networks (WANs)
    • Other computer-related problems

ICT Infrastructure Management

  • Coordinate with external vendors providing maintenance and repair services.
  • Maintain updated records and inventories of vendor work.
  • Ensure compliance with internal procedures and service-level agreements.

ICT Upgrades and Business Continuity

  • Manage hardware and software maintenance activities.
  • Oversee installations, upgrades, repairs, preventive maintenance, and IT asset tracking.
  • Support business continuity initiatives within approved risk and compliance requirements.

Disaster Recovery and Information Security

  • Implement and enforce disaster recovery plans.
  • Maintain ICT security in accordance with industry best practices.
  • Plan and manage backup and recovery of database information under NHCCL’s Business Continuity Plan.

ICT Shared Services

  • Support management of:
    • Social media platforms
    • Company websites
    • Online services
    • Cloud services
  • Monitor, update, and control online services in line with service-level agreements.

Team Supervision

  • Support performance management of direct reports, including:
    • Recruitment
    • Staff development
    • Performance management
    • Career planning
    • Coaching and mentoring
    • Employee engagement
    • Remuneration and rewards
Minimum Qualifications and Experience
  • Bachelor’s Degree in:
    • Information Technology
    • Computer Science
    • Or a closely related field
  • Professional ICT certifications such as the following are an added advantage:
    • CCNA
    • MCSA
    • CISSP
    • ITIL
  • Minimum of three (3) years’ experience as:
    • ICT Support Officer
    • ICT Team Leader
    • Or a similar role in a large organization
  • Experience in:
    • Website development and administration
    • Information security programmes
    • Digital marketing
    • IT project management
    • Emerging technologies
    • Disaster recovery operations
  • Knowledge of relevant statutory ICT compliance regulations is mandatory.
Behavioral and Technical Competencies
  • Extensive knowledge of ICT operations.
  • Knowledge of the building industry, services, and products.
  • Working knowledge of:
    • Windows 11
    • Windows Server R2
    • Microsoft Exchange 2021
    • SharePoint
    • VMware ESXi 6
    • Web hosting technologies
    • Microsoft Office applications
    • Unix
    • Oracle
  • Results-oriented with a high level of flexibility.
  • Ability to identify and resolve ICT problems promptly.
  • Ability to train users in basic computer skills.
  • Strong presentation and reporting skills.
  • Knowledge of systems development methodologies.
  • Strong analytical and troubleshooting skills.
  • High level of integrity.
