Applicants should indicate the reference number and the post they are applying for and should address their applications to the Secretary Zombo District Service Commission, to reach not later than Wednesday 20th May, 2026 at 5:00PM. Interested qualified Ugandans are encouraged to submit their applications in triplicate on Public Service Form No. 3 (Revised 2008) or download the form from the webpage of the Public Service Commission (http://psc.go.ug/images/forms/PSC%20form%203.pdf) and submit with three sets of photocopies of certified transcripts and certificates, recent passport size photographs, national identification card and a detailed Curriculum Vitae. Those already in Government service should route their applications through their Responsible Officer who should be informed of the closing date to avoid unnecessary delays. Serving Officers may submit an advance copy of the application directly to the Secretary District Service Commission to enable the commission carry out short listing exercise.

Job Title: Senior Assistant Town Clerk (Deputy TC Small Towns)
Salary Scale: U3
Reports to: Town Clerk (Small Towns)/Principal Township Officer
Responsible for:
- Personnel Officer
- Office Supervisor
- Town Agent
- Senior Law Enforcement Officer
Job Purpose
- To deputise the Town Clerk in providing efficient and effective administrative services in the Town Council.
Key Outputs
- Administration within the Town Council supervised.
- Effective implementation of Council resolutions, development programmes and projects monitored and evaluated.
- Technical support on planning and implementation of development programmes in the Town Council provided.
- Taxes assessed and licences for operating business in the Town Council awarded.
- Markets and parks efficiently and effectively managed.
- Collection of local revenue within the Town Council managed and accounted for.
- Local Governments legislation pertaining to Town Council administration interpreted.
Key Functions
- Supervising administration within the Town Council.
- Monitoring and evaluating the effective implementation of programmes and projects in the Town Council.
- Providing technical support on planning and implementation of development projects in the Town Council.
- Enhancing collaboration linkages with Local Councils and organisations both within and outside the Town Council on matters pertaining to development.
- Assessing taxes and awarding licenses for operating business in the Town Council.
- Interpreting local governments legislation pertaining to Town Council administration.
- Supervising the effective implementation of council resolutions within the Town Council.
Person Specifications
Qualifications
- An Honours Bachelor’s Degree in Social Sciences, Development Studies, Social Work and Social Administration, Law, Commerce (Management option), Business Administration (Management option), Business Studies (Management option), Management Science or Urban Planning and Management from a recognized University.
- Certificate in Administrative Law from a recognized institution.
Experience
- At least three (3) years of experience as an administrative officer in a public or reputable private organization.
