Job Description

Job Title: Community Engagement Officer (CEO)
  • Number of Positions: 1
  • Duty Station: Kole District
  • Reports to: Project Coordinator

Job Purpose

The Community Engagement Officer (CEO) is responsible for implementing Participatory Integrated Planning (PIP) activities and overseeing Field Extension Officers (FEOs) to ensure effective delivery of the INSPIRE project at district level.


Key Responsibilities
  • Lead, guide, plan, budget, and report on all INSPIRE activities implemented by FEOs
  • Participate in and contribute to district planning and reporting cycles
  • Ensure smooth collaboration with district teams and District Local Government (DLG)
  • Ensure FEOs have the necessary logistics to implement planned activities
  • Participate in PIP Harvesting Workshops and support reporting and follow-up on action plans
  • Monitor implementation of plans developed during Harvesting Workshops
  • Support, guide, and coordinate Community Action Plans (CAPs) with DLG (CDOs) and stakeholders
  • Support FEOs and MDOs in reviewing and validating assessments of Entrepreneurial Groups
  • Lead implementation of Module 4 (restoration site) per sub-county
  • Lead PIP Environmental Education activities in selected primary and secondary schools per sub-county
  • Serve as Master Trainer in communication and facilitation skills, coaching FEOs
  • Collaborate with the MERL team in monitoring and documentation of PIP activities
  • Support dissemination of best practices through radio, video, internet, and print materials
  • Perform any other duties assigned by the Project Coordinator or FINASP management

Qualifications and Experience
  • Master’s degree or Bachelor’s degree in Agriculture, Agro-ecology, Natural Resources, Environmental Science, Agricultural Land Use and Management, Agricultural Extension, or related field
  • At least 5 years of experience in community engagement, project management, or development work
  • Proven experience in team supervision, stakeholder management, and reporting
  • Strong interpersonal and communication skills
  • Knowledge of Participatory Integrated Planning (PIP) is an added advantage
  • Experience working with rural communities, especially in Northern Uganda
  • Fluency in local languages of the project area
  • Ability to ride a motorcycle with a valid riding permit
