Job Purpose

The Foreman Heavy Repair is responsible for supervising, coordinating, and controlling maintenance, repair, inspection, and production activities within the assigned railway workshop or operational section. The role ensures safe, timely, efficient, and high-quality maintenance of locomotives, rolling stock, railway infrastructure, and equipment in accordance with Uganda Railways Corporation engineering standards, railway operating procedures, and safety regulations.

Key Functions and Responsibilities

Workshop Operations and Maintenance

  • Plan, organize, and supervise daily maintenance and repair activities.
  • Allocate work to technicians and artisans according to priorities, skills, and workload.
  • Ensure locomotives, wagons, coaches, track infrastructure, and equipment are repaired to prescribed standards.
  • Inspect completed work and certify quality before equipment is released for operation.
  • Investigate equipment failures and recommend appropriate corrective actions.

Production Planning and Resource Management

  • Prepare daily, weekly, and monthly work schedules.
  • Identify and requisition required spare parts, materials, tools, and equipment.
  • Ensure proper utilization, accountability, and maintenance of workshop equipment and materials.
  • Monitor productivity and optimize workshop resources to achieve maintenance targets.

Quality Assurance and Compliance

  • Ensure compliance with railway operating procedures, engineering specifications, and maintenance standards.
  • Enforce Quality Management Systems (QMS) and railway safety regulations.
  • Maintain accurate maintenance records, inspection reports, job cards, and related documentation.
  • Prepare performance reports for submission to management.

Health, Safety, and Environmental Management

  • Enforce occupational health, safety, and environmental (HSSE) standards within the workshop.
  • Conduct toolbox meetings, safety briefings, and promote safe working practices.
  • Participate in emergency response during derailments, equipment breakdowns, and other operational incidents.

People Management and Staff Development

  • Monitor staff attendance, discipline, and productivity.
  • Train, coach, mentor, and support technicians, artisans, and apprentices.
  • Foster teamwork, technical excellence, and continuous improvement within the workshop.

Qualifications

Academic Qualifications
Applicants should possess:

  • Ordinary Diploma in any of the following:
    • Mechanical Engineering
    • Electrical Engineering
    • Civil Engineering
    • Railway Engineering
    • Automotive Engineering
    • Marine Engineering
    • Or another relevant engineering discipline from a recognized institution.
Experience
  • Minimum of three (3) years of practical engineering or railway maintenance experience.
  • At least one (1) year of supervisory experience is desirable.
  • Experience in railway workshops, rolling stock maintenance, track maintenance, or plant operations is an added advantage.

  • Requires adherence to strict health, safety, environmental, and engineering standards while operating in physically demanding industrial environments.
