Job Description

Applications are invited from suitable and eligible Ugandans to fill vacant posts currently available in the various departments in Masindi District Local Government as specified below.

Parish Chief

Applications should be filled in triplicate on Public Service Commission Form No.3 (2008) and submitted to the Secretary, District Service Commission, P.O. Box 67, Masindi, to be received not later than 13th March, 2026.

The application forms are obtainable from the Public Service Commission Offices, Farmers’ house, 2nd Floor, Parliament Avenue Kampala and District Service Commission Offices.

Applications should bear the title of the post as well as the Reference Number specified against the vacancy. Applicants should attach three(3) recent passport size photographs, certified photocopies of their Academic Certificates, Transcripts, Slips, copies of Registration Certificates and valid Practicing Certificates/License (for Health Workers who are required by law to register with relevant Professional Councils) plus any other relevant documents.

Applicants already in service should route their applications through their Heads of Departments who must be informed of the closing date to avoid delay.

Applicants who shall not hear from the District Service Commission, on completion of the recruitment and selection exercise should consider themselves unsuccessful. Applicants already appointed in Public Service serving in the same scales/posts as the advertised jobs will not be considered.

Responsible For
Job Purpose
  • To carry out the overall administration and management of a Parish Unit in the Local Government.

Key Outputs
  • Performance reports on Parish operations prepared;

  • Revenue in the Parish collected and accounted for;

  • Work Plans and Budgets for the operation of the Parish prepared;

  • National and Local Government policies and programmes implemented and Council bye-laws enforced in the parish;

  • Parish Community mobilized for developmental programmes;

  • Technical support to Parish Council provided;

  • Parish Council minutes recorded and resolutions disseminated to the relevant authorities;

  • Government and District Projects and programmes implemented at the parish;

  • Law and order in a parish coordinated and maintained.

Key Functions
  • Preparing and compiling reports on parish operations for the attention of the Sub-County Chief;

  • Collecting and accounting for Local revenue in the Parish;

  • Preparing work plans and budgets for the operations of the Parish;

  • Enforcing the implementation of National and Local Government policies, programmes and Council bye-laws in the Parish;

  • Undertaking the mobilization of the Parish Community for Government development programmes and projects;

  • Providing technical support to the Parish Council on any matters relating to lower Local Government governance;

  • Undertaking duties of Secretariat to the Parish Council;

  • Managing and monitoring Local Government projects implemented in the Parish;

  • Coordinating the maintenance of law and order in a parish.

Person Specifications
Qualifications
  • “A” Level Certificate from a recognized Institution;

  • Certificate in either Public Administration and Management or Social Work and Social Administration;

  • Post basic training lasting not less than two (2) years in areas of education, environment and public administration will be an advantage.
