Job Description

Applications are invited from suitably qualified persons to fill the under listed vacant posts that exist in the service of Mubende District Local Government and Mubende Municipal Council.

Applications should be submitted in triplicate on PSC form 3 (Revised 2008) to the SECRETARY DISTRICT SERVICE COMMISSION P.O.BOX 93, MUBENDE not later than 8th June, 2026.

Application forms are obtainable from Public Service Commission Offices or any office of the District Service Commission country wide and must be filled in the Applicants own hand writing with three (3) current passport size photographs attached. Serving officers should route their applications through their Heads of Department who should be informed of the closing date to avoid delay.

Certified copies of Academic documents, Registration Certificate and Practicing License where applicable, National Identity Card and any other relevant documents must accompany the application forms. Those who would have not heard from the Commission at the end of the exercise should consider themselves unsuccessful.

Reports To: Senior Land Management Officer / Town Clerk

Job Purpose

To undertake physical planning of towns and trading centres within the District and ensure that building plans conform to the master plan.

  • Towns and trading centres in the District planned.
  • Developers guided in processing proper building plans.
  • Town and County Planning Act, 1964, and other relevant laws enforced.
  • Site and building plans drawn and approved.
  • Plots in towns/trading centres demarcated.
  • Construction sites and buildings in towns/trading centres inspected.
  • District Authorities guided on balanced development.
  • District planning information, equipment, and records maintained.
Key Functions
  • Planning towns and trading centres in the District.
  • Guiding developers in processing proper building plans.
  • Enforcing the Town and County Planning Act, 1964, and other relevant laws.
  • Drawing structural land use layouts.
  • Drawing site plans for plot (building) developments and processing their approval.
  • Demarcating plots in towns/trading centres.
  • Inspecting structures/buildings in towns/trading centres to ensure compliance with land use plans.
  • Maintaining District planning information, equipment, and records.
  • Guiding District Authorities on balanced development.
Person Specifications
Qualifications
  • An Honours Bachelor’s Degree in either Physical Planning, Regional Planning, Urban Planning, or any other relevant qualification from a recognized training institution.
  • Knowledge of computer software application packages, especially Geographical Information Systems (GIS) and Automated Computer Aided Design (AUTOCAD).
