The National Housing and Construction Company Limited (NHCC) is Uganda’s premier state-owned real estate development and civil engineering enterprise tasked with providing affordable, modern, and sustainable housing infrastructure across the country. Established originally in 1964 as a sole parastatal corporation before being privatized into a limited liability entity in 2002, the government agency is jointly owned by the Ministry of Finance, Planning and Economic Development (holding a 51% stake) and the Libyan Government-backed National Investment Corporation (holding a 49% stake). The organization operates its centralized executive headquarters inside the iconic Crested Towers Building on Plot 17 Hannington Road in the heart of Kampala.
The primary mandate of the enterprise focuses on reducing the national housing deficit through massive urban zoning, real estate project financing, and master-planned community construction. Utilizing specialized, high-capacity engineering machinery and local construction syndicates, the corporation manufactures and manages premium condominium complexes, low-income bungalows, and high-density apartments. Additionally, the developer partners directly with key public organs; for instance, the firm handed over its old Seventh Street Industrial Area offices to the Uganda Electoral Commission to construct custom, state-of-the-art administrative complexes in Lubowa.
