The Busia District Local Government is the statutory higher local government authority administrative body responsible for socio-economic development, service delivery, and public administration within Busia District in Eastern Uganda. Bordering the Republic of Kenya at a major international trade gateway, the local government executes its decentralization mandate under the Local Governments Act, Cap 243. The district’s administrative headquarters, executive council chambers, and technical directorate units are located at the Busia District Headquarters in Busia Municipality. 
The governance structure is split into a political wing and a technical civil service wing to maintain public accountability. The Political Wing is led by the District Chairperson, who heads the District Executive Committee and the District Council, comprising 41 elected councilors serving as the supreme legislative authority for enacting local ordinances and structural budgets. The Technical Wing is headed by the Chief Administrative Officer (CAO), who coordinates civil servants distributed across 12 distinct statutory directorates, including Administration, Finance, Production, Health, Education, Works, Natural Resources, and Community Based Services. 
Administratively, the local government oversees a jurisdiction comprising one county (Samia-Bugwe County), Busia Municipal Council, 14 rural sub-counties (such as Lumino, Majanji, Masafu, and Buteba), 4 gazetted town councils, and 70 parishes spanning 569 villages. The administrative setup handles a population of approximately 412,018 citizens recorded during the latest national census. Local priorities lean heavily toward regulating international cross-border logistics, optimizing regional tax revenue collection, and deploying national poverty eradication actions like the Parish Development Model (PDM) to increase household agricultural incomes.
